Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are fought: optimistic declarations are issued from various governments. Considerable effort is allocated on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from enemy soil, a ability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, presumably delivered by partner states. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly becomes grim resignation: maybe the approaching threat won't cause damage this time, preventing destruction from ruin and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – probably Western-made equipment. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its destination.
With pauses, this continued until dawn. Kyiv awoke to the early updates: several casualties, devastation and utility failures in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's vital need on Western support – a dependence that neighboring countries are clearly incapable to substitute in the short term.
Failed Diplomacy
The 28-point plan from Washington sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new initiative from US leadership follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This cycle will, no doubt, endure.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington functions according to a premise well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unfeasible to compel Moscow to abandon the areas that it already controls in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, US leadership does little to deter Moscow, through statements or actions, from thinking that the status quo will not evolve additionally in its benefit in the months ahead.
Opposing Positions
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a total frontline collapse until conditions improve in its benefit.
Existing Situation
Factually, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: political desires to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their objective will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.
While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
